Board Meeting Minutes - February 8, 2006
East Brunswick Board of Education, 4 - 6PM
1. Treasurer’s Report - Dan Fishbein
The treasurer’s report was presented and approval of the report was moved by Larry Feinsod, seconded by Marjorie Heller, and passed unanimously. There was additional discussion of strategies for collection of unpaid dues, outreach to targeted districts, and consideration of a possible new category of Associate GSCS membership for municipalities.
2. President’s Report - Stuart Schnur
* Work on an update/revision of the By Laws is beginning and there will be a more detailed report in March.
* GSCS continues to work with the Funding Coalition and a final feommendations report is forthcoming.
* The Annual Meeting will take place on Wednesday, May 31, 2006 with Larry Feinsod so moving and Sasha Slocum seconding the motion.
3. Executive Director’s Report - Lynne Strickland
* GSCS continues to be a resource to Governor Corzine and his staff. The Governor’s Budget Message is expected to take place Mar 21 or Mar 23 with districts to receive information Mar 20.
* President Elect Marjorie Heller representing GSCS on the NJ Special Education Review Commission.
* Information on efforts toward development of a new state funding formula, the State Board Legal Committee decision on the Bacon case, the anticipated report on School Construction , and current efforts to address S1701 were presented.
4. Ernest Reock, Emeritus from the Center for Government Services/Rutgers
Ernest Reock presented a summary of an in-depth presentation on State Aid for Schools and Property taxes. He is a knowledgeable resource for the GSCS, Rutgers, and the State in consideration of our official positions on school funding.
5. Additional Reports
* Marlboro - The Marlboro Board of Education is bringing suit against the State of NJ for failure to adequately support education. The GSCS Board
agreed to review Marlboro’s plans to pursue legal action and will inform GSCS members upon Board approval.
* NJSIAA - Jim O’Neill from Chatham informed the Board of recent Legislative developments in Trenton to modify regulations governing NJSIAA practices.
6. Adjournment - 6:00PM
