The average New Jersey teacher could see their health care premiums reduced to 2.8 percent of their salary through a proposed deal that rewards teachers for choosing lower-cost health insurance in order to save state and local tax dollars.

State Senate President Stephen Sweeney’s office on Monday for the first time provided details of the health care proposal he announced a week ago with the New Jersey Education Association teachers union, his longtime rival.
