Voters approved big bond funding for libraries and school-related issues; Murphy administration is blamed by some for delay in issuing regulations
Lawmakers are growing increasingly frustrated that $625 million in voter-approved funding for libraries and school infrastructure, security, and county college vocational programs has yet to reach localities and districts. Some legislators are blaming Gov. Phil Murphy’s administration for delaying the issuance of regulations for how the money should be distributed — something that must be done before grant applications can be accepted.

This isn’t just a private decision, either. Your favorite will get bigger portions at dinner, more help with homework, and longer playtime on the computer. The lesser-favored will, of course, get the least.

A working paper by Jason Grissom, an associate professor of public policy and education at Vanderbilt University, and Brendan Bartanen, a doctoral student at the university, strongly suggests yes.
