Dr. Jorden Schiff Assistant Commissioner of Field Services New Jersey Department of Education 100 Riverview PLaza Trenton, NJ 08625 Dear Dr. Schiff: This letter is respectfully submitted on behalf of the Monmouth County Superintendent Roundtable to request the QSAC monitoring, scheduled for 20 Monmouth County school districts during the 2021-2022 school year, be postponed until the 2022-2023 school year. Please consider these concerns when implementing the NJ ASAC DPRs and visits: • The DPR areas and indicators assume we are operating in a typical school year. We all know that this is not the case. The pandemic has impacted school district operations since March 2020. • Districts across the state are consumed with maintaining a consistent school schedule for students and staff. This work requires thoughtful planning and communication with the school community above and beyond the normal day to day operations. Planning for in-person instruction, remote instruction due to quarantine, contact tracing, finding appropriate substitutes and replacements, as well as coordinating with school physicians and health department teams, have become essential to maintaining safe and orderly daily operations. • QSAC being conducted this year is only measuring one year of data within the three year cycle. Postponing it would generate more accurate reflection of student performance. • During the pandemic, the NJ Department of Education has tasked educators and leaders with providing an empathetic and differentiated approach to helping students and staff maintain wellness during very challenging times including addressing health, SEL, food security, and broadband concerns. In this environment, we respectfully suggest that our time and energy can be placed in other areas right now. • As we move through the fall, the conditions and atmosphere we find ourselves in is not dramatically better than last year. Yet, NJ QSAC monitoring was postponed last school year. Providing another one-year postponement for this school year so that we many continue to effectively focus on keeping our schools open for our students, faculty and staff. Sincerely, Joseph G.
