As Gov. Jon S. Corzine confirmed Wednesday that he is considering tax increases to balance the state budget, a high-ranking administration official emphasized that he is also seeking to shave more than $2 billion from projected state spending.

New Jersey residents can add both of those possibilities to the swirl of rumors surrounding the state budget, after Gov. Jon S. Corzine said the ideas are "on the table" Thursday, days before he is scheduled to unveil his spending plan.

State House sources confirmed the administration has looked at a 60-cent per pack cigarette tax increase, which would bring the tax on a pack to $3. One source said the move could add about $140 million to a tax that now raises more than $600 million a year.

"We're still examining it," Corzine said.

The tax has been raised three of the past four years, helping increase revenues by $200 million in that time.

Corzine also left open the possibility that he may not keep a campaign promise to boost property tax rebate checks by 10 percent over their peak 2004 levels, although he said he would be reluctant to break that pledge.

"We're still looking at all of the various options," Corzine said when asked about his rebate plan.

Corzine estimates there is a $4.5 billion structural budget deficit, but his plan accounts for around $500 million of that amount.

Then-Gov. Richard J. Codey's plan to cut property tax rebates sparked an intraparty feud during last year's budget proceedings, and the chairman of the Assembly Budget Committee indicated that he would again fight rebate cuts.

"The preservation of the rebate program should always be a priority until there is a stable form of property tax relief and reform," said Assemblyman Louis Greenwald, D-Voorhees. "It is the only lifeline and the only bridge until real reform is enacted. To take that away, which is meaningful property tax relief, would be wrong in my mind."

Speculation continued on what taxes may be in the budget Corzine unveils Tuesday, with an increased alcohol tax whispered as another possibility.

A one-penny sales tax increase has been widely discussed as one of the most likely, and far-reaching, ways Corzine may try to close the budget gap, although he called much of the talk in newspapers "speculative at this point."

Saying "nobody wants taxes" but that budget cuts alone will probably not be enough to make up the budget deficit, Corzine said he would look at fairness and efficiency if he has to raise taxes.
