Re-assess ABCs of school funding

Much to the chagrin of 17 school districts that have sued the state in a bid to receive a greater share of state education aid, the state Board of Education postponed a vote last week on a measure that would have ordered the education commissioner to review the statewide school funding system to make certain it didn't shortchange students in poor, non-urban areas.

But the delay only postpones the inevitable. The school funding formula, which sends 61 percent of all state education aid to the 31 poorest school districts, the so-called Abbotts, is patently unfair. It's only a matter of time before a challenge to that formula succeeds. The Board of Education should stop dragging its feet.

The lawsuit, whose plaintiffs include Lakewood, Lakehurst, Ocean Township (Waretown) and Little Egg Harbor, has forced the state board to act. The board's initial response was to seek an assessment from its legal review committee, which in June stopped short of recommending Abbott-level funding for the 17 districts. But it did recommend that the full board direct the education commissioner to analyze the needs of the districts that sued, and to review the statewide funding system. Given the inequities in the distribution of school aid, it couldn't have done otherwise.

"The legal committee has concluded that it is necessary to begin the process that will ultimately result in the establishment of a unified system that ensures the provision of a constitutionally adequate education and equal educational opportunity for all students in New Jersey, regardless of the district in which they live or the economic circumstances under which they were born," the report said.

It's now incumbent on the state board to do just that — and to waste no more time in doing so. Sen. Jon S. Corzine, who will become governor Jan. 17, promised during his campaign to reconsider the list of school districts eligible for Abbott funding. He needs to go beyond that. He must take a comprehensive look at the way school aid is distributed, how it is spent and how school performance can be improved without spending more money.

The implications of the lawsuit, and the legal committee's recognition that the state funding system needs to be re-examined, are huge. It's an examination that will initially fall on the shoulders of the state education commissioner. But it's one that must include the active involvement of the governor and the Legislature, who have ultimate responsibility for ensuring an education system that is adequately and equitably funded, and properly and efficiently managed.
