Imagine giving a child medicine to ease a fever but never checking again to see whether her temperature has gone down. Something similar seems to be going on at the state Department of Education, which does not have a statewide database to track the 1.4 million New Jersey students.

It's not that the data don't exist. They do. But the education department, which has 900 employees and an annual budget of nearly $60 million, has no way to organize the information.

Thirty other states do. In New Jersey, which has 600 school districts and where a kid can move two blocks and suddenly be in a new district, it's imperative that student statistics are kept in a way so that educators can tell what works and what doesn't.

Not even the 250,000 children in the 30 special-needs districts, including the three run by the state -- Newark, Jersey City and Paterson -- are tracked. That kind of basic failure might explain why New Jersey spends more than almost any other state in the nation per pupil on education, yet still has vast gaps in achievement.

It is particularly troublesome because the state has been involved in more than 30 years of litigation over whether it is delivering constitutionally mandated "thorough and efficient" education to all children. Answering that question would seem to require the state to collect and analyze data. Yet it doesn't.

What is available is data on districts. So what is known is that all the kids in Livingston are doing a lot better on standardized tests than all the students in Newark. But the state has no way of tracking how a student fared who moved from Newark to Livingston, or the record of a student who got after-school tutoring.

The idea of a statewide database, which has been proposed previously, came up again this week because the transition report on education sent to Gov. Jon Corzine endorsed the concept. One of the obstacles is cost. The report says such a database would come with a $10 million price tag.

That's a significant amount of money, but consider how much has been spent on the special-needs districts for what has not been a grand success everywhere. One of the great mysteries in New Jersey is that some children in special-needs districts perform well, while many others don't. If a database would provide the state with the tools to discover what works, and then replicate it elsewhere, the cost would be insignificant.
