Re: GSCS Report & Assessment on Assembly's passage of A3680 [S1701 amendment bill]

While an S1701 amendment legislation - A3680/Cryan -  passed the Assembly unanimously it was posted for a vote at the 12th hour in order  to secure a vote on another bill - the one that gives $20M to 5 North Jersey districts that are bordered by 3 Abbott districts - because 2 legislators [Assemblywoman Voss/Fort Lee and Assemblyman Gordon/Fair Lawn- they deserve our thanks and recognition for their action] refused to vote for that bill unless A3680 was posted for a vote.It was inner politics was the impetus for this action as much as  a priority of good policy motivation by a few.

In addition, this bill still would need to be passed by the Senate for it to go to the Governor's desk for signing into law. It is not a done deed by any means. Each house, and both legislative and executive branches, have been obstacles to get past in order to start helping to get our schools back on track and stabilized. So at this point, one down, two more to go.

What having A3680 passed, however, does is give GSCS and its Parent Network a louder rallying cry to get S1701 amendments bills through the Senate come the fall. We need to make sure the Assembly also knows that their passing the bill does not let them off the hook on this count  in the fall when the entire Assembly is up for election, rather it pressures them even more to see that their colleagues in the Senate take amendment bills up and pass them prior to the elections so that they can become law.

The Assembly has power to sway its colleagues since it is natural that  the majority party wants to maintain its power balance [currently 47Democrats to 33 Republicans in the Assembly; 22 Democrats and 18 Republicans in the Senate]. They have to hear that we know that and are not naive, and that parent beleive that amending S1701 is in the best interest of their kids. Passing such legislation would signal a positive start  to get the legislature back on track in seeing a better 'well-being' for public education as a whole. There are too many 'select' district bills, and their attention has not been on the mainstream.

The legislature also needs to know that there is more relief needed for districts than is contained in A3680; it is a beginning, not an end.
