6-22-12 Proposed Language Change for FY'13 Appropriations Act does not change aid amount distribution as recommended in Governor's Budget message
GSCS Note: Here is the language change regarding school aid that the Democrats have included in their Appropriations Act, which is on track to be voted on next week. This statement signifies that dollar aid to districts will not change and that recommended distribution will be 'preserved'.

"Modifies Language Distributing Aid to Local School Districts to Preserve Distribution Recommended for FY 2012-2013 without Adopting Proposed Formula Modifications" (page 8, Prebudget 'Score Sheet')

Essentially this means that districts will receive the same aid amounts as already reported to them by the Department of Education this March. This is necessary and reasonable since districts have already built their school budgets based on this aid information for the 2012-2013 school year, and by law, school budget years are based on the July 1- June 30 fiscal calendar schedule.

By not including the language that was in the Governor's Budget message, the legislature has signaled to the Governor that it want any changes to the School Funding Reform Act to be debated in the legislative arena. Stay tuned...
