Following GSCS conversations with legislators and the D.O.E., the Education department issued a memo allowing for more flexibility in preschool roll out timelines than had been apparent to districts before.

SUBJECT: Clarification of Preschool Expansion Roll-Out and Enrollment
Within the Five-Year Preschool Program Plan, the Division of Early Childhood Education has provided recommendations for a gradual roll-out of the preschool expansion program over a five-year implementation period. The recommendation to begin with an enrollment of 20 percent of the district’s estimated universe of eligible preschool children in 09-10 is presented as guidance only; it is not a requirement.
Districts are free to estimate a higher or lower enrollment percentage, depending on their unique circumstances. Accordingly, some districts may wish to delay serving eligible preschool children until the 2010-2011 school year for
