School budgets in Bergen County were overwhelmingly approved Tuesday, with only 16 of the 74 spending plans being voted down.

But only one of the 12 secondary spending questions, which for the first time required a 60 percent majority, passed.

Several districts had a majority of voters approving the question, but could not meet the 60 percent threshold.

For instance, River Vale's $81,000 second question for extra security and two teachers failed 738-699. The same happened in Park Ridge, where its $310,000 second question for gym bleachers and extra personnel fell 11 votes short of the 60 percent "super majority."

Little Ferry's $2.4 million question to replace the roof and improve the HVAC system at Memorial Elementary School passed at more than 70 percent. It was the only question to pass in Bergen.

"No other public question in New Jersey requires a super-majority vote — not even Constitutional amendments," said Kevin Ciak, head of the New Jersey School Boards Association. "Under this law, a minority of voters — 41 percent — can outweigh the will of the majority."

Many district officials were concerned that households would watch their wallets more carefully this year and balk at approving school tax levies.

In Cresskill, voters rejected the $25.2 million budget in a 590-562 vote. The borough clerk said that 44 absentee ballots had yet to be counted, so there was a chance the election could swing the other way. The second ballot question for $160,000 to expand programs for remedial reading and gifted students was shot down 614-531.

Several towns showed that every vote counts.

Rochelle Park's $8.8 million tax levy was at a stalemate with a 255-255 vote. In Englewood Cliffs the $9 million tax levy passed 126-125, with absentee ballots counted.

The elections also produced some surprising results, including veteran board members being voted out of office.

In Elmwood Park, voters knocked out three incumbents after a nine-candidate battle that focused largely on elevating test scores in the district.

In Ridgefield, two incumbents retained their seats but the race for the third seat was too close to call. Only two votes separated Sung M. Koh, who received 451 votes, and incumbent Deborah Fugnitti, who received 449.

Last year, 88.5 percent of budgets passed in Bergen, and 10 of 22 second questions passed in Bergen and Passaic counties.

Only 33 additional questions were on ballots this year in 28 school districts statewide — a large decrease from the previous eight years, when an average of 70 school boards proposed a total of 86 second ballot questions each year, according to the New Jersey School Boards Association.

Districts typically seek added funds through second-ballot questions when certain programs push core budgets beyond state-imposed caps on tax increases. The 60 percent rule was put in place to curb districts use of second-ballot questions to increase their budgets.

Voters adopt 74% of school spending plans

Voters around Monmouth County gave approvals to three-quarters of the tax levies in school board elections Tuesday, the highest rate of approval in the county in seven years.

There were 40 approved tax levies out of the 54 budget questions. The 74 percent approval was a 6-point improvement over last year's results.

"Our feeling is we truly appreciate the support voters showed," said Upper Freehold Regional Superintendent Richard Fitzpatrick, whose district's voters approved a $17 million levy by 359 votes to 340, according to unofficial results. "We realize the times are bad and that everyone is feeling pressure from the economy, but we sincerely will spend the money wisely."

But several large tax levies were knocked down by voters, including those in Freehold Township and Ocean Township, where officials in both cases proposed raising more than $50 million to support the respective school district budgets.

"Maybe the voters were sending a message to the teachers, I don't know," said Ocean Township Board of Education member Michael Beson. "We've had two or three budgets pass and a bond referendum last year that passed." Also, the teachers union in Ocean has not had a contract for 10 months.

Freehold Township Schools Superintendent William J. Setaro said he was disappointed with the narrow defeat of that district's tax levy, with 51 percent of the voters saying "no."

"My concern is always that the school budget and the fire district budget are the only budgets the public gets to directly vote on," Setaro said. "If the voting public is upset with property taxes, which is our main funding source, that can put us in a tough spot."

But Freehold Township resident Joseph Mercurio, who spoke out against the spending plan at a public meeting, said residents largely could not afford the district's spending plan.

"People saw some of the frivolous stuff that was in the budget and decided enough was enough," Mercurio said.

Approval in Middletown

Middletown, a district with 17 schools and 10,200 students, held three public hearings. Officials said it was a chance to thoroughly explain the $140.5 million spending plan and $115.6 million tax levy.

The Middletown budget passed on a 54 percent approval.

Howell's $62 million tax levy was also easily approved, though Barbara Dixel, who lives in The Villages community, said she and others aren't convinced the school district is living within its means.

"I think the Howell school board has to finally once and for all take a deep breath, bite the bullet and make the cuts," Dixel said. "They have to get real and understand we are in a bad economy and people are hurting."

In the races for board seats, family support helped Terry Spilken, who won re-election to the board of the K-8 Marlboro district. But Rachel Strohl of Whitney Drive claimed she didn't vote for Spilken solely because Spilken is her father.

Spilken, the board president, has been devoted to supporting the community and he genuinely cares for its children, his daughter said. Her 9-month-old son, Jeremy, will attend school in the district in a few years, added Strohl, who said she also voted for longtime incumbents Cynthia Green and Murray Hoffman. They also won.

"I think they (the incumbents) work well together," Strohl said.

Another Marlboro resident, Ira Levin of Jackson Way, said he voted to support the budgets in the township and regional high school districts, but he voted against those who adopted the spending plans.

"If you vote "no,' what's going to happen? They're going to go back and change it, cut something," said Levin, whose 9-year-old daughter attends Marlboro Elementary School. "My fear is by voting against it, all you're doing is hurting the kids.

"My hope is the people that you vote in will have a positive impact on future budgets," Levin said.

Paul McDonough, 48, of Kate Court in Marlboro has three children in the K-8 district and voted against its proposed budget.

"I haven't gotten a raise in five years," said McDonough, an engineer. "I don't see why the school board should."

Voters in more than 90 percent of the state's municipalities cast ballots on budget questions or candidates on Tuesday. The New Jersey School Boards Association said 2,064 candidates vied for 1,594 school board seats. There were 549 school budget votes, 33 second questions and 15 construction proposals.

Last year, more than 78 percent of school budgets were approved, while slightly fewer than 46 percent of second questions were approved, according to the School Boards Association. A statewide approval rate o

Voters in 22 of 29 districts OK budgets

Ocean County voters in 22 of 29 districts approved tax levies to support local school budgets Tuesday, and in four of seven districts approved secondary questions placed on the ballot.

Voters approved tax levies in the Toms River and Southern regional districts and in Little Egg Harbor, Lacey, Manchester, Point Pleasant, Plumsted and some smaller districts.

Citizens voted down proposed budgets in Barnegat, Jackson, Lakewood, Brick, Berkeley, Point Pleasant Beach and the Central Regional district.

Throughout the county, voters weighed the threat of cuts to various school programs against ever-increasing property tax pressure.

"It's a time when everybody is hurting right now," said Carolyn Knight, 71, of Brick, referring to already high property taxes.

Knight and her husband, Wesley, 77, both said they voted against the $88,736,073 tax levy to support the $141,104,370 budget proposed in Brick.

Wesley Knight said he wanted the Board of Edu-cation to look for more ways to cut spending.

"I think they have a bit of dead wood that could be taken out and done away with," he said.

Brick voters rejected a pair of supplemental questions. One would have raised an additional $150,000 to hire a security supervisor and secretary. The other would have raised $478,500 for technology supplies and equipment.

Voters in other towns also rejected questions that if approved would have raised money to support additional projects.

Jackson voters rejected a proposal to raise money to rehire coaches and add club advisers. Berkeley voters rejected raising money for environmental study field trips to Stokes Forrest for fifth-graders.

Voters in other districts were more generous. In Lacey, they approved raising money for security and technology upgrades. In Stafford, they favored installing solar panels on three schools. In Little Egg Harbor, voters went along with improvements at two elementary schools, including an addition that would create 14 classrooms.

Voters had their reasons

Voters turned out to support the proposed $111.6 million tax levy to support the $190.6 million budget that the Toms River Regional board had advertised as having no tax increase.

"I like that the taxes haven't gone up in two years," Diane Burns, 55, said after casting her vote. Burns has two children in district schools.

Laurie Knott, 50, of Plumsted also said she supported her school board's proposed budget that ended up passing "to help improve and keep our school system as good if not better than other school districts."

Manchester schools, which has a half-day kindergarten program, will now move to a full-day program, because of passage of its budget.

Mary Walter, board president, said all-day kindergarten is an important step for the township. "We are trying to look ahead and what will be required of schools in the future," she said.

Little Egg Harbor Superintendent of Schools Frank Kasyan said in order to avoid cutbacks, his district needed the budget to pass, and it did.

"We have zero-based budgets with no increase. Every time if you fail to get it passed, you get cuts," he said. Whatever programs are not considered "thorough and efficient," wording included in the state constitution, can be cut, he said.

Lakewood voters shot down a $69.8 million tax levy. It was the third year in a row a proposed budget has been rejected. Voters have only passed the district's budget once in the past seven years.

After seven straight proposed budgets had been defeated in Jackson, voters there were asked to support a $64,062,206 tax levy in support of a $132,989,308 spending plan this year. The budget failed again this year.

Some blame Jackson's large senior citizen community for the recent budget failures. "They just don't vote for the budget," said Paul Gallo, 53.

Angelo Pellegrino, 65, of Jackson said he voted against the budget.

"I just thought that I should; I can't afford it right now," he said.
