Public higher education in New Jersey faces critical challenges. Among the key issues are affordability, accessibility, and workforce development while striving for institutional excellence and effective statewide governance. New Jersey’s four-year public colleges and universities are some of the most productive in the country and have some of the highest retention rates and graduation rates in the country – and enrollment are at record levels. The restructuring of the public research sector has positioned Rutgers University to compete nationally with other flagship institutions, and it has placed Rowan University in a more prominent position to conduct research and medical education.

Long-range challenges remain. New Jersey’s public colleges and universities have some of the highest tuitions in the country and accordingly, students are taking record levels of debt. New Jersey leads the country in net-outmigration of college-bound students; and the fragility of the New Jersey budget threatens the ability to fund public higher education. And we are not producing enough degrees to keep up with the growing needs of the workforce.

Our challenge in this Forum is to focus on some of these issues, including the restructuring of Rutgers, cost and affordability issues, financial aid needs and workforce development.
