What they are doing: The state board will announce and honor the 2014 New Jersey Teacher of the Year, chosen from the state’s 100,000 teachers annually. The board will also hear a presentation on student absenteeism in New Jersey schools, as well as an update on the state’s new PARCC (Partnership for Assessment of Readiness for College and Careers) testing coming this spring. Public testimony will be taken in the afternoon on the new administrative code for teacher effectiveness.

Teacher of the Year: It’s a pretty big deal for the board, with considerable time given at the meeting to present the award and hear from the teacher. The winner, who will take a sabbatical from the classroom to go around the state and speak at schools, is chosen from the 21 county teachers of the year who have been already announced.

Student absenteeism: Assistant state commissioner Bari Erlichson will give the board a presentation on absenteeism in the public schools, as derived from the state’s increasing data collection.

Student testing: Erlichson is also expected to update the board on the latest developments in the state’s preparations for its new online testing. The PARCC consortia released the time requirements for the tests last week, and the state alerted districts yesterday of further details.

Teacher effectiveness: The state board is expected to advance the latest code changes to meet the requirements of the new TEACHNJ tenure and evaluation reforms, including some streamlining of earlier requirements. One notable change is the department has removed from the proposal a separate appeal process for teachers to contest the evaluation process. Teacher unions had actually challenged the plan, saying it would confuse the appeal process already built into the law.

Public testimony: Starting at 2 p.m., the public will have an opportunity to testify on the final proposal.

Common Core resolution: The board is also expected to give final approval of a resolution to restate its support for New Jersey’s adoption of the Common Core State Standards. The board first approved the standards in 2010, but they have only grown more controversial as the associated testing gets closer, and the board moved to reiterate that support.
