Trenton’s *Experts (*see below) See Runyan, Holt, Donovan & Greenstein Wins

--Relationship between Speaker and Senate President and Speaker and Governor Hit New Lows while Governor and Senate President Hits a New High--

 

Lawrenceville, NJ --   The CapitolInsightsNJ.com Panel of Experts, an often-changing group of approximately 110 association management, media, government affairs, academic and business professionals who are close observers of the workings of state government, see mixed results in next week’s elections.  Democratic wins are predicted in the 14th legislative district where 63.2% of the experts forecast Assemblywoman Linda Greenstein will defeat Republican Senator Tom Goodwin and in the 12th Congressional District where 81.3% see Congressman Rush Holt holding his seat against a challenge from Republican Scott Sipprelle.  Those same experts see Republican wins in Bergen County and in the 3rd Congressional District.  Eighty-nine percent of the Experts predict Kathe Donovan will unseat Democrat Dennis McNerney in the race for Bergen County Executive while down south, 55% see former Philadelphia Eagle Jon Runyan unseating incumbent Democrat Congressman John Adler.

 

Ben Dworkin, Director of the Rebovich Institute for New Jersey Politics, explained that, “though this is clearly not a scientific survey, it nonetheless provides a sense of the current ‘conventional wisdom’ among those who are watching state politics closely.”

 

                For each survey, the Panel is asked to rate the quality of the relationships among the three leaders – Governor Chris Christie, Senate President Steve Sweeney, and Assembly Speaker Sheila Oliver – on a scale of 1 to 10 with 1 being “diametrically opposed, confrontational, and cold” and 10 being “totally in-synch, cooperative and cordial.”  On average, the Experts gave the Christie-Oliver relationship a 3.3 and they gave the Sweeney-Oliver relationship a 4.76.  Both of these scores represent a low for the survey which has asked this question 4 times since March 2010 when it was launched.  The Christie-Sweeney relationship, meanwhile, registered a new high, although just barely. 

 

 

Other findings of interest:

 

Ø  For every Trenton insider who believes that Governor Christie will be the Republican nominee for either President or Vice President, 5 say he won’t.  The survey found that 83.3% said he wouldn’t while 16.7% said he would.

 

Ø  When asked to select the “most accurate” statement concerning the Governor’s decision to cancel the ARC Tunnel, twice as many (46.2%) picked, “It was a smart move because it reinforced his image as a fiscally responsible leader and put supporters of the project in the position of having to help find additional funding someplace other than NJ” over the 23.6% who chose, “It was a way to get money into the TTF (Transportation Trust Fund) without having to raise taxes.”  Just 17% selected, “It was a short-sighted abdication of leadership that will adversely impact NJ and the region for generations” while, “It was made strictly on the merits and simply recognized fiscal reality:  regardless of the benefits, NJ doesn’t have the resources to be able to afford this kind of massive project at this time” was the choice of just 13.2%.

 

Ø  When asked to rate on a scale of 1 (“not happening”) to 10 (“absolutely happening”) the likelihood of the ARC Tunnel project being revived in 2010, almost half (44.4%) chose a number less than 5 while just 7.4% chose a number greater than 7.

 

Ø  Using the same scale, Insiders were asked to rate the likelihood that certain elements of Governor Christie’s “reform  agenda” would pass both houses of the legislature.

 

o   The ban on dual employment for all state, county and local officials and employees was seen as having the greatest likelihood of passage with more than half (52.7%) selecting a number of 7 or higher.

o   Legislation to allow counties and municipalities to opt out of civil service was seen as having the least chance of success with half (49%) picking a number of 4 or lower.

 

Dworkin noted that, “despite the outcry in some sectors over the Governor's decision, Trenton insiders remain skeptical that the ARC Tunnel project will be revived in 2010.  More than three-fifths of our respondents think there is 50% chance or less of the project being given a green light this year.”

 

He added: “”The Governor, according to our survey, is seen as someone who is getting the political benefit of ‘protecting the taxpayers,’ while avoiding the responsibility of having to come with an alternative funding formula that would move the project forward."
