GSCS QUICK ‘QUESTION?’ An FY06 Question that legislators should know:

 

The Commissioner of Education has advised Abbott districts to budget according to guidelines sent out to districts about a few months ago. The guidelines stipulate that the districts count on a 3.01% increase over their “presumptive budget” (or additional parity aid, whichever is greater – most districts find the 3.01% increase is the greater of the two). WHAT DOES THE 3.01% NUMBER TOTAL? The presumptive budget formula can be found on pages 10 & 11 in the DOE ‘Budget Guidelines FY05-06 “Addendum for Abbott School Districts” – see DOE website.

MEMBER ACTION REQUEST: on Assembly bill A451 - sponsored by Assemblyman John McKeon - State Health Benefits Plan: Incentive buy back allowed for waiver of dual spouse coverage for schools.

 

GSCS supports A451 strongly, as it addresses a year-long priority of GSCS. See GSCS Testimony [excerpt below] in favor of the bill in front of the Assembly State Government Committee on May 19. The bill passed with complete bi-partisan support out of committee and is now referred to the Assembly Appropriations Committee. Please contact the following legislators indicating your strong support to see this bill posted and passed in both the Senate and the Assembly and that the Governor signs the bill with dispatch.

   GSCS testimony excerpt:"...GSCS has long been arguing that schools need tools to help them contain the major cost drivers in school budgets. The high rising cost of health benefits is one of the major cost drivers over which school have no control. A451 is responsive to a GSCS’ main position this year: to allow schools the same opportunity incentive re: spouse health care coverage that municipalities, municipal authorities and county colleges already have as an available option.

 

   As a matter of equity it is only fair that schools be provided with the same option that other local governing bodies and county colleges already enjoy. As a matter of potential savings, it is clearly cost effective. While we are aware that there are differences between private carriers and SHPB process, we do know that many school districts that insure outside of the SHBP save money by having this incentive option. In Haddonfield the savings was $220K for the initial offering of the waiver incentive; in Glen Ridge $120K; Mount Laurel $500K. In addition, when this program is in place, the base is reduced and thus the annual increases required to insure are less as well..."
