The Record published a front page story on Sunday (7/10/05), and a follow-up editorial today (7/14/05) that takes on the need to have a stable, predictable school aid formula that is both fair and equitable. GSCS’ position has been that a new school funding formula must  be  developed as soon as possible. While a difficult and time consuming task, putting off the development of a formula will only further entrench the growing, recurring, and divisive school aid policies that we have come to face year in and year out since 2002.

 

Without a functioning formula, local districts and communities are increasingly subject to negative consequences that fill the void. Even well-intended directives can offset equitable aid for the many at the behest of the few. Absent such a formula, the governor and legislative leadership will allocate school aid through the ‘christmas tree’ rather than through a legitimate and uniform funding formula that carries with it the high-road authority of fairness and equity.

S1701 Amendment Legislation bills:A3680/Cryan and S2329/Coniglio-Sarlo

1. Re:A3680/Cryan, to amend S1701/Bryant.

While A3680 [GSCS thanks spronsor Assemblyman Joe Cryan] has passed in the Assembly, on June 30, it's corresponding legislation S2329 also MUST PASS in the Senate before it could go to the Governor's desk for possible signing into law. While S2329  was quietly introduced a few months ago, it was was never even posted in the Senate Education Committee for a hearing.

In an election year, the legislature traditionally does not meet until after the elections occur. This tradition means that the lame duck session - from November 2005 until very early January 2006 - could be a critical target time frame to get the Senate bill posted in committee and scheduled for a vote by the full Senate.

In order for the potential amendment legislation to be law in a timely enough fashhion to help our schools next year, it is most reasonable that S1701 amendment legislation would have to be signed into law by then.

GSCS requests it members and parent network to persevere in informing their legislators - both those in the Assembly and those running for the Assembly, as well as their Senate counterparts - that passing S1701 amendment legislation into law is very important to them. Gubernatorial candidates should be contacted as well. To help increase your effective advocacy, please see the GSCS website to sign up for the parent newtork/GSPN.The GSPN is currently focused on getting S1701 amendment bills passed into law.
