…and we apologize for not responding to recent emails that you may have sent to GSCS. Our entire inbox was recently deleted due to internet issues! Also, many school districts treat hotmail messages as spam and will not receive email sent from hotmail. A third issue that has emerged is that ‘aol’ will often not accept hotmail. So, it is time to move to a new email system. We will maintain the hotmail account for a short while during transition.

Communicating with members is a very high priority for GSCS. In the past few years, GSCS has economized by using the internet as its main method of communicating with members. However, it is necessary for central offices to notify us directly of any contact changes. Otherwise we are unaware of name changes, etc., and may not reach you via our email communications. We want to make sure that all our members are aware of our efforts and as well as let you know how members can help GSCS be as effective as possible in its Trenton advocacy on your behalf.

The website ‘www.gscschools.org’ is a good resource for member communications as well and now is being regularly updated and professionally overseen. To facilitate a better communication flow, member districts’ central offices will be contacted by a GSCS representative in the next month so that we can effectively update our contact records with you and ensure that you receive our communications.

We appreciate your cooperation and thank you for your patience.

TRENTON UPDATE:

The legislature’s and executive branch focus is almost exclusively devoted to the proposed State Budget for Fiscal Year ’06 now. Look for GSCS FY06 testimony, which can be found on the home page of our website, noted under EMAILNET 3-29-05, and under State Budget on the side banner as well.

The legislature is in the process of holding hearings on FY06 right now through May. FYI – the Department of Education hearing is currently scheduled for May 5, 2 p.m. Legislative voting sessions, quorums, and regular committee hearings start up again towards the end of May [see GSCS Calendar at ‘www.gscshools.org’].

S1701 amendment legislation: GSCS continues to press to amend S1701 – it is important that Trenton does not lose sight of the negative impact S1701 has on school programs and school budgets. Most recently met with the Governor’s office immediately after the Governor’s Budget message to talk about FY06 and S1701 issues.

The Senate, under the advisement of Senator Wayne Bryant/Camden - Senate Budget Committee Chair and Prime sponsor of S1701 - decided not to proceed with amendment legislation to S1701 in this current schedule, thus halting amendment progress for S1701. Bryant states that he would like to give the law a year to ‘play out and see what happens’. He has also noted that he will entertain amending S1701 if cause is demonstrated….GSCS and its Parent Network will continue to pursue amendments to this law.

Special Education Study Commission legislation: A3904/sponsored by Assembly Education Committee Chairman Craig Stanley, that calls for a Special Education Commission to comprehensively study and recommendations on the system and delivery of special education programs, passed easily out of the Assembly Education Committee at its March meeting. The bill was amended to include GSCS representation on the Commission at the committee hearing.

S2417 [identical to A3904] prime sponsors Senators John Adler, and Senate Education Committee Chair, Shirley Turner, introduced in March subsequently and referred to the Senate Education Committee….GSCS has been a consistent advocate for Special Education funding and effective program delivery for a number of years and is encouraged by movement of this legislation. We appreciate the bills sponsors recognition of the need to look into improving our special education programs and funding.
