No bill signings have been scheduled for three important special session education-related bills. If the governor does not veto, conditionally veto or sign the bills within 45 days, the bills automatically become law. The bills and the final date on which the governor can issue a veto or recommend changes are as follows: Property tax cap/credit bill (A-1) – March 22. 'Super' county superintendent bill (A-4) – April 8. Pension and Benefits Reform bill (S-17) – April 8.

TRENTON TIMES 3-21 'School district tries to plug $4M budget hole'...Officials blame new property-tax relief law

HIGHTSTOWN -- Parents and teachers worried about the future of their children's education gathered Monday night to try to find a way to restore $4 million to the East Windsor Regional School District's 2007-08 budget. Now in the eleventh hour, the concerned district is finding it has few options left.... "We're not asking for more money," said Superintendent Ronald Bolandi. "We're asking the state to make us whole. ... I just want my money back. I want the voters' money back."

EDUCATION WEEK - Published: March 19, 2007 'California's Schooling Is 'Broken'.... Studies call for overhaul of finance, governance.

'California's system of school finance and governance needs such a major overhaul that simply funneling more money into the existing formula or tinkering with the administrative structure probably wouldn't help students reach state achievement goals, a massive research project commissioned by a bipartisan group of state leaders concludes.'

· 3-15-07 Millburn-Short Hills Advocates for Education ask for you help in contacting Governor
(Last week a school funding forum was held in Millburn, hosted by the grassroots group Advocates for Education, as well as Millburn Mayor Baer/see Hompage below dated 3-8-07.This grassroots group has asked GSCS to post this outreach letter requesting your help in contacting Governor Corzine.).... "On behalf of Advocates for Education, we thank all those who attended our standing room only open forum last week regarding the impact of property tax legislation on our school district and the municipal budget.

· After this forum, our group is even more convinced that Bills S19 and S20, currently on Governor Corzine's desk to be signed, will pose a direct threat to our school district, reducing our ability to manage and fund our schools as our community deems appropriate. We are organizing two phone/e-mail campaigns to Governor Corzine's office to make sure our voices are heard. Please forward this e-mail to all of your friends who care about NJ public education..." · 3-13-07 GSCS Testimony on State Budget FY'08
Testimony: Assembly Budget & Appropriations Committees "...There are points on which we all agree at this time: Property taxes and school funding are inextricably linked; A new school funding formula has yet to be developed; the old formula CEIFA has not been implemented, nor updated by enrollments or CPI increases, going into the sixth year. An implemented, equitable school funding formula is an essential component necessary to achieve real property tax relief and offers viable potential for property tax reform. Unfortunately, the property tax burden will not be relieved in the overwhelming majority of our towns and school communities again this year..."
