School BUDGET GUIDELINES FY07 released by DOE 2-21-07
Legislative leadership has amended the official legislative calendar to designate Tuesday, March 21, as the date of Governor Corzine’s first annual budget meesage. Since state aid figures are not transmitted to schools until after the budget message, local districts will not be able to construct the revenue side of their budgets.

The delay will impact local budget calendar presentations since the entire budgets will not be able to be ready for public presentation until state aid figures are released. Districts will be able to construct the spending side of their budgets since the Budget Guidelines released on Tuesday 2-21-06 stipulates the budget cap for FY07: "For use in 2006-07, CPI is 4.04%." Per S1701 budget spending growth is limited to to 2.5% or the CPI, whichever is greater.

It is important to note that most schools are encountering cost drivers increases that easily exceed the revised cap for FY07, especially due to major budget lines such as utilities, health benefits, special education, and insurance. This means that with no additional school formula aid as has been past practice for four years, districts will have to make reductions in other areas of their budgets. Many districts are having to cut into current programs or class size to balance their budgets, and are not going to be able to address growing enrollment needs for regular education students, nor make facilities improvements. GSCS continues to meet with Trenton leadership to underscore the quality education concerns that continue to surface more than ever under a flat aid scenario, rising cost drivers expense, combined with growing enrollments.

…The Assembly Budget Committee is seriously looking into legislation that would mandate all school districts to participate in the State Health Benefits Plan. There is an assumption that the increased participation in the risk pool [approx 50% of schools do not participate in the SHBP today] will lower the costs. On the other hand, no cost estimates have been noted, nor have options such as buy back incentives for double coverage for spouses been discussed. Currently under the SHBP schools are the only entities that are not provided the incentive option, which has been a cost-saver for schools that carry private health insurance.

...NEW JERSEY HAS NOT USED ITS OWN SCHOOL AID FUNDING FORMULA FOR REGULAR OPERATING DISTRICTS SINCE 2002....GSCS has long pressed for the state to address NJ's need for a credible and equitable school aid formula that works for all students and communities. Since September, GSCS has been working in a school funding coalition with the greater education community to develop guidelines for such a formula.

...On 2-15-06, the Dept of Education and the School Construction Corp replied to the Supreme Court directive to provide cost estimates for school construction in Abbott districts where pipeline projects are underway and others are in the hopper. Anticipated costs were estimated at 12B in current dollars. GSCS CONTINUES TO PRESS THE STATE TO KEEP ITS PROMISES AND TO BE CLEAR REGARDING THE PAYMENT AND PRIORITIZING PROCESS FOR SCHOOL CONSTRUCTION PROJECTS.

The Commission is currently being put together and will have 6 months to file its recommendations to Governor Corzine.
