Where Is Education In The Governor's Race?

In talking with GSCS members, Gubernatorial Candidates Chris Christie and Jon S.Corzine
on public education issues in New Jersey . . .

Governor Corzine's response to the following concerns raised at the GSCS Annual Meeting, May 27:

· 60% vote on second questions - The Governor is not in favor of changing this restriction, as he feels it helps control property taxes.

· Elimination of budget vote for under-cap budgets/change in school election date - The Governor favors moving school elections to November.

· Efficiency/spending caps - Existing caps are not "the tightest in the world," but are necessary. He is committed to funding the formula fully over time, but said that fragmentation of governance (too many local units) works against cost savings. Commissioner Davy mentioned that the cap law is up for review in 2011.

· Negotiations - The Governor may be in favor of returning the "last best offer" option to schools. He will encourage PERC mediators to consider the spending cap when settling BOE/union negotiations issues. He encouraged school boards to hold out in union negotiations, citing the example of Paterson.

· Consolidation and inequity between districts - Savings are created by "economies of scale." Consolidation works for the "greater good."

· Further Cuts - Not anticipated, but revenues are dropping, and times are tough.

· Preschool Education - Governor Corzine has stated that it is his intention to expand preschool public education to all low income children in N.J.

Christie representative, policy advisor Gregg Edwards, talking on some specific issues to the GSCS Board of Trustees Board Meeting, September 30:
· Funding - The next governor will have to deal with the most significant budget deficit that any governor has ever faced. Mr. Christie will do everything he can to maintain funding, but knows he will have to make up that deficit.
· Funding Formula - The Court has given the Executive branch some leeway in how funding is distributed and questioned, "can this funding formula ever be fully funded?"
· School Reform - Where there has been chronic, consistent failure, Mr. Christie proposes expanding options for how these schools are funded. One way would be charter schools. A second would be expanding interdistrict school choice programs.
· Preschool Education - Mr. Christie recognizes the value of such programs, especially for low-income children. Such programs in the Abbott districts should be maintained, but perhaps done more efficiently. He opposes expanding the program now when no funding is available.
· Consolidation - If consolidation can be proven to make sense, it should be pursued, but decided by the taxpayers. Mr. Christie opposes forced consolidation.
· Mandates - A Christie administration will take a hands-off approach to running successful schools.
· Teacher Quality - A Christie administration would encourage challenge grants for teachers to make NJ a model for teacher training and developing teacher quality. Mr. Christie is supportive of moving toward merit pay, but realizes that will need to be negotiated on an individual district basis. He would consider basing teacher compensation on student performance, which means that the DOE would need a greater focus on collecting and analyzing data statewide.
