7-14-14 BREAKING NEWS: Governor Announces Executive Order and Operational Approach re Testing and Evaluations Issues
Commissioner Dave Hespe reached out to GSCS this afternoon to inform our organization of the Governor's Executive Order on testing, as well as two operational changes regarding (1) the PARCC assessment consequences and (2) the Student Growth Objectives process in place for this year. GSCS Executive Director, Lynne Strickland, was told that the Student Growth Percentiles (SGP) percentages for the FY'15 Performance Ratings will be set at 10% (as opposed to 30% set by the DOE previously) and that this percentile will increase to 20% in the following year, FY'16.

In addition, a small group of teachers deemed to have been "adversely impacted" by the Student Growth Objective (SGO) process in place for ratings in this year will be allowed a direct appeal to the DOE concerning their SGO ratings.

The Executive Order calls for a 9 member (yet to be determined) commission to review, analyze and assess testing on a broad spectrum: national to state and local. The commission will report back with recommendations in one year.
